Stored XSS via unescaped clone project name

Stored XSS in MantisBT 2.28.1 and earlier allows remote authenticated users to inject HTML through a crafted project name. In bug_report_page.php, the cross-project clone form echoes the project_get_field() name directly before the category selector instead of passing it through string_html_specialchars(). Setting the stored project name typically requires manager or administrator access, and the resulting script execution is constrained by the deployed Content Security Policy.
