Approval bypass via inconsistent environment key normalization

Approval bypass in OpenClaw 2026.4.1 and earlier allows remote authenticated users to inject unchecked environment overrides into host commands. The system-run approval binding rejected nonportable environment keys, but host execution accepted Windows-compatible keys such as ProgramFiles(x86), leaving their values outside the approved hash. An attacker needs access to a host-execution flow and operator interaction; the unchecked overrides can redirect runtime behavior to attacker-controlled binaries.
