Reflected XSS via unencoded project error message

Reflected XSS in OSCAL-GUI through commit c989c4bd5a68f2621a81654e9250246539a28d5a allows remote attackers to execute JavaScript. The project parameter is URL-decoded into project_id without sanitization, concatenated into a Messages() error when the project is absent, and returned in HTML without encoding. Exploitation requires a victim to open a crafted URL; injected script then runs in that victim's browser context and can read or alter data available to the page.
