Member-level API key disclosure via unchecked Tool Valves

Improper authorization in Open WebUI before 0.8.11 allows remote authenticated users to read administrator-configured Tool Valve data. The GET /api/v1/tools/id/<tool_id>/valves route retrieves stored valve values after authentication but does not verify tool ownership, write access, or the administrator role. Member access and a guessable Tool ID are sufficient; exposed values can include third-party API keys usable with the configured technical user's privileges.
