Memory exhaustion via unchecked index fanout table

Resource exhaustion in go-git 5.0.0 through 5.17.0 allows local users to interrupt service via a crafted pack index file. The idxfile decoder accepts a decreasing 256-entry fanout table, then trusts inconsistent object counts while processing the file. Exploitation requires write access to a repository's .git directory and an application action that parses the altered .idx file.
