Unauthenticated SSRF via unrestricted PENS URLs

SSRF in the PENS plugin in Chamilo LMS before 2.0-RC.3 allows remote attackers to reach internal services via crafted URLs. The unauthenticated pens.php endpoint passes package-url, receipt, and alerts values to PensProcessor routines that accept any HTTP(S) host without rejecting private, loopback, or link-local addresses. No account or user interaction is required; the server can probe internal services, retrieve cloud instance metadata, or send state-changing callback requests.
