Local process crash via unchecked BLIF row

Heap-based buffer overflow in Yosys 0.62 and earlier allows local users to crash the process by parsing a crafted BLIF file. The BLIF parser accepts a truth-table row longer than the allocated RTLIL::Const data vector, and Const::set writes each character without an index bound. A user or build workflow must cause Yosys to read the malicious local design file; the demonstrated consequence is an out-of-bounds write and process abort.
