Handler-task panic via micro-block locator

Reachable assertion in Nimiq core-rs-albatross before 1.3.0 allows remote attackers to panic a P2P handler task. The RequestMacroChain::handle method accepts a main-chain micro-block locator, passes it to get_macro_blocks(), and unwraps the resulting BlockIsNotMacro error. An unauthenticated P2P connection is sufficient; the documented consequence is interruption of that message-handler task, not a confirmed process crash.
