Node crash via vesting balance underflow

Integer underflow in Nimiq nimiq-account before 1.3.0 allows remote attackers to crash nodes with crafted vesting transactions. VestingContract::can_change_balance subtracts min_cap from self.balance while constructing an insufficient-funds error, causing Coin::sub to panic when min_cap is larger. The attack requires creating a 32-byte contract whose total amount exceeds its value and then spending from it; block processing poisons the blockchain lock and leaves the node permanently unusable.
