Service interruption via stalled partial-frame streams

Resource exhaustion in Nimiq nimiq-network-libp2p before 1.3.0 allows remote attackers to interrupt node service via partial frames. MessageCodec::read_request and read_response call read_to_end on inbound substreams before validating the declared length, so incomplete frames retain stream slots. Unauthenticated peers can hold many such streams open, and Behaviour::new raises the concurrent-stream limit to 1,000, reducing capacity for legitimate traffic.
