Consensus interruption via unchecked election interlink

Improper block validation in Nimiq core-rs-albatross before 1.3.0 allows remote authenticated users to interrupt consensus. The proposal path's verify_macro_block_proposal() validates other header and state properties but does not compare an election block's header.interlink with the canonical next interlink. Exploitation requires an elected validator proposer; honest validators finalize the malformed header, then reject the decided block during push, interrupting consensus without reported data disclosure or modification.
