Authenticated PHI disclosure and deletion via missing ACL

Missing authorization in OpenEMR before 8.0.0.3 allows remote authenticated users to read and delete electronic claim batch files. The interface/billing/get_claim_file.php endpoint validates only the session and CSRF token, then streams the file selected by a predictable key and optionally passes it to unlink() without checking either billing ACL. Any account can therefore disclose PHI and permanently remove claim files, but access requires a valid session and CSRF token and is limited to intended claim-file directories.
