Process crash via unchecked sample offsets

Out-of-bounds read in ImageMagick 6 before 6.9.13-44 and ImageMagick 7 before 7.1.2-19 allows local users to crash applications. SampleImage in MagickCore/resize.c derives pixel coordinates from sample:offset but previously indexed a fetched scanline with an unchecked computed horizontal offset. Exploitation requires user interaction and an application invocation of -sample with an attacker-controlled offset; the reported consequence is limited to process interruption.
