Control-plane hang via SCTP cleanup deadlock

Deadlock in the AMF SCTP notification handler in Ella Networks Ella Core before 1.7.0 allows attackers on N2 to hang the control plane. HandleSCTPNotification takes amf.Mutex while scanning stale Radios and calls RemoveRadio before releasing that mutex, creating the deadlock. Access to N2 is required; successful triggering leaves every subscriber without AMF control-plane service until the process restarts.
