Service crash via truncated VIFF packet allocation

Heap overflow in the ImageMagick VIFF encoder before 6.9.13-44 and before 7.1.2-19 allows remote attackers to crash image-processing services. WriteVIFFImage narrows its MagickSizeType packet count to size_t for heap allocation without first checking that the value is representable. Exploitation requires a 32-bit build and attacker-influenced image processing that produces an oversized packet count; the documented consequence is an availability-only crash.
