Improper policy enforcement in OpenFGA before 1.13.1 allows remote authenticated users to obtain incorrect authorization decisions. The pkg/storage cache-key serializer concatenates condition-context keys and values without encoding the key count or neutralizing control characters, so distinct requests can collide and reuse an earlier result. Exploitation requires relations that evaluate conditions with caching enabled; a poisoned allow or deny decision affects resources protected by the calling service.
