Video deletion via moderator ownership transfer

Incorrect authorization in World Wide Broadcast Network AVideo 26.0 and earlier allows remote authenticated users to delete any video. The videoAddNew.json.php endpoint treats canModerateVideos() as a full-edit authorization gate and permits ownership reassignment without video-administrator authority. An account holding the Videos Moderator permission can transfer another user's video to itself, then pass the ownership-only deletion check and remove or alter platform content.
