Authenticated server crash via decoder format confusion

Unrestricted file upload in Apache Answer 2.0.0 and earlier allows remote authenticated users to crash the server with a crafted TIFF. DecodeAndCheckImageFile selects a decoder by the uploaded filename extension, but image.Decode and image.DecodeConfig dispatch on magic bytes and can invoke a transitively registered TIFF decoder. Any authenticated account that can upload an allowed image type can disguise TIFF data under that extension, triggering excessive allocation and process termination.
