Incorrect authorization in OpenClaw before 2026.3.28 allows remote authenticated users to gain administrator access through device pairing. The /pair approve handler passes only the pending request ID to approveDevicePairing, leaving callerScopes undefined so its scope-subset guard never runs. A session with operator.pairing but not operator.admin can approve an admin-scoped pending device request and receive an administrator token.
