Device management escalation via merged RBAC permissions

Improper access control in Mender Enterprise Server 4.0.1 and earlier or 4.1.0 allows remote authenticated users to manage restricted devices. Device Group RBAC combines separate Read and Manage assignments by granting Manage access to both device groups instead of retaining each assigned level. Exploitation requires an enterprise account configured with mixed group permissions and permits device-management actions beyond the administrator's intent.
