Stored XSS via unescaped tag deletion prompt

Stored cross-site scripting in MantisBT 2.28.0 allows remote authenticated users to execute JavaScript through a crafted tag name. tag_delete.php passes tag_get_name() directly into a localized confirmation string without HTML escaping, placing attacker-controlled markup in the deletion prompt. Low-privileged access is required to store the crafted name, another user must view the deletion confirmation, and JavaScript execution requires permissive CSP settings.
