Authenticated Fleet secret disclosure via unchecked internal API

Incorrect authorization in affected Elastic Kibana releases allows remote authenticated users to read sensitive Fleet configuration data. The vulnerable internal Fleet endpoint fetches full configuration objects and returns them directly instead of enforcing the authorization checks used by dedicated settings APIs. Exploitation requires Fleet to be enabled and a user explicitly granted Fleet Agents privileges without Fleet Settings privileges; exposed data includes private keys and authentication tokens.
