Authenticated private chat disclosure via DM authorization bypass

Authorization flaws in Discourse before 2026.3.0-latest.1, 2026.2.1, and 2026.1.2 allow remote authenticated users to read private chat data. The chat direct message API passes target_groups into user resolution without checking group or member visibility, while can_chat? ignores the chat_enabled preference. A chat account and a known hidden group name expose member identities; even chat-disabled accounts can query channels and receive private last_message content.
