Service interruption via unbounded web.Bind request bodies

Resource exhaustion in affected Grafana OSS releases allows remote attackers to interrupt service with oversized API request bodies. The web.Bind request decoder processes several API bodies without a size limit, so large payloads force excessive memory allocation and can exhaust memory. Some affected routes require no authentication, and affected releases span 11.6.0 through 11.6.14, 12.2.0 through 12.2.8, 12.3.0 through 12.3.6, 12.4.0 through 12.4.3, and 13.0.0 through 13.0.1.
