Dashboard-admin escalation via ACL-overwriting import

Improper access control in Grafana OSS allows remote authenticated users with Editor access to become administrators of a dashboard. The dashboard import path overwrites a dashboard not owned by the Editor and replaces its access-control state, granting that Editor dashboard-admin rights. The account must already have write access to the target dashboard; the escalation is limited to administration of that dashboard.
