Unauthenticated configuration changes via inherited anonymous access

Missing authentication in Craft CMS 4.0.0-RC1 through 4.17.7 and 5.0.0-RC1 through 5.9.13 lets remote attackers alter project configuration. ConfigSyncController inherits anonymous access from BaseUpdaterController, so its index action returns signed updater state that guest requests can replay against regenerate-yaml or apply-yaml-changes. No account is required, but consequences depend on pending YAML or configuration state and are limited to unauthorized configuration transitions and service-integrity changes.
