Account deletion via missing role enforcement

Improper authorization in Frigate 0.16.2 and earlier allows remote authenticated users with viewer access to delete administrator and other accounts. The DELETE /api/users/{username} handler omits the administrator-role dependency, so a viewer-authenticated request can remove any named account. Viewer credentials and network access to the authenticated API are required; deleting administrator accounts can lock operators out and interrupt service.
