Administrator escalation via unescaped creator name

Stored XSS in Craft CMS 5.9.0-beta.1 through 5.9.10 allows remote authenticated users to elevate their accounts via creator names. ElementsController::_contextMenuItems passes the creator name into Craft::t() without HTML encoding and marks the translated result as raw markup. Exploitation requires a low-privileged control panel user to save a payload as a full name and an administrator with an elevated session to open the affected revision or draft menu.
