Cluster-wide reconciliation halt via resolver-name panic

Denial of service in Tekton Pipelines allows remote authenticated users to halt cluster-wide CI/CD reconciliation through crafted resources. GenerateDeterministicNameFromSpec searches a space-free overlong ResolutionRequest name for a truncation boundary, then uses strings.LastIndex's -1 result as a slice bound and panics. TaskRun or PipelineRun create or update permission is required; affected versions are 0.60.0 through 1.0.0, 1.1.0 through 1.3.2, 1.4.0 through 1.6.0, 1.7.0 through 1.9.0, 1.10.0, and 1.10.1.
