RemoteStop bypass via stale transaction state

Incorrect authorization in EVerest Core before 2026.02.0 allows physically proximate attackers to restart remotely stopped charging. cancel_transaction() leaves transaction_active true, so StoppingCharging accepts an EV BCB toggle and returns to PrepareCharging. Physical access through a connected EV is required; the restarted session bypasses remote-stop, billing, operational, and safety controls.
