Data exfiltration via permitted DoH resolver

Egress-policy bypass in StepSecurity Harden-Runner Community Tier 2.15.1 and earlier allows attackers to exfiltrate data. The domain-based filter permits HTTPS connections to an allowed DoH resolver, which forwards attacker-crafted subdomain queries carrying runner data. Exploitation requires existing code execution in a GitHub Actions workflow, egress-policy set to block, and a permitted DoH endpoint; Enterprise Tier is unaffected.
