Recharge interruption via unchecked split-result indexing

Out-of-bounds slice access in free5GC CHF before 1.2.2 allows remote authenticated users to interrupt recharge service. RechargePut splits a route value on an underscore and reads the second slice element without first confirming that the split produced two elements. A valid charging token and live recharge state reach the handler; Gin recovery returns HTTP 500, while repeated requests degrade recharge processing and flood logs.
