Unauthorized plugin approvals via exec approver gate

Incorrect authorization in OpenClaw before 2026.5.12 allows remote authenticated users to approve Slack plugin actions. The Slack approval resolver applies the exec-approver authorization gate to plugin approval requests instead of enforcing the separate plugin-approver list. Exploitation requires an enabled, reachable Slack approval flow and a Slack user permitted to approve exec requests but not plugin requests; success authorizes the pending plugin action.
