Predictable random values via power-save timing limits

Weak randomness in Silicon Labs WiSeConnect SDK 2.13.1 and earlier allows physically proximate attackers to predict HRNG output under power save. The RS9116 hardware random-number generator operates under timing limits in power-save mode and returns predictable values instead of adequate entropy. Power save must be enabled; the public advisory does not disclose the timing sequence or downstream security operation required to convert prediction into confidentiality or integrity loss.
