Out-of-bounds read via signed range-check overflow

Out-of-bounds read in libvips 8.19.0 allows local users to access memory outside an image buffer via crafted extract_band values. vips_extract_band_build adds two signed, attacker-controlled integers, allowing overflow to bypass its bounds check before vips_extract_band_buffer uses the band offset in pointer arithmetic. Local command execution is required, and the published proof of concept demonstrates an AddressSanitizer-detected process crash rather than controlled data disclosure.
