Authenticated metadata disclosure via unrestricted Promotion HTTP requests

SSRF in Akuity Kargo allows remote authenticated users to read link-local metadata through built-in Promotion HTTP steps. The controller's http and http-download steps execute caller-supplied requests without rejecting link-local IPv4 or IPv6 destinations and permit attacker-controlled headers. Exploitation requires permission to update a Stage or craft a Promotion resource; retrieved metadata, including IAM credentials, can be placed in status fields, committed to Git, or relayed remotely.
