Authenticated forum deletion via unchecked UUID

Missing authorization in Admidio 5.0.0 through 5.0.6 allows remote authenticated users to delete forum topics and posts by UUID. The topic_delete and post_delete handlers in forum.php validate a CSRF token, load the supplied UUID, and call delete() without checking forum-administrator rights or content ownership. Any logged-in user with forum access and a visible UUID can permanently delete another user's post or a topic with all associated posts.
