Local credential disclosure via umask-dependent config creation

Information disclosure in Squidowl Halloy 2026.4 and earlier allows local users to read plaintext IRC credentials from configuration files. Halloy creates config.toml and its configuration directories without explicit modes, so a typical 0022 umask produces files and directories readable or traversable by other users. Exploitation requires another account on the same Unix-like or macOS host and exposes server, NickServ, or SASL credentials stored on disk.
