Unauthorized resource access via normalized scope traversal

Path traversal in the SciTokens Library Enforcer before 1.9.7 allows remote authenticated users to access unauthorized resource paths. The _check_scope method passes scope or scp paths through urltools.normalize_path, which resolves dot-dot segments before _scope_path_matches performs a prefix comparison. A user who can influence a token scope can broaden an allowed subtree to a parent or root path, exposing sibling directories or the entire guarded resource space.
