Arbitrary SQL execution via formatted KeyCache queries

SQL injection in SciTokens before 1.9.6 allows remote attackers to execute arbitrary SQL against the local KeyCache SQLite database. KeyCache methods interpolate attacker-controlled issuer and key_id values into SELECT, INSERT, and DELETE statements with str.format() instead of bound parameters. A consuming application must pass a malicious token or issuer value into KeyCache; successful exploitation reads, modifies, or deletes cached data and other accessible SQLite content.
