File access via unchecked ReferencedFileID paths

Path traversal in pydicom 2.0.0-rc.1 through 3.0.1 allows context-dependent attackers to access files outside a File-set root. RecordNode._file_id turns ReferencedFileID into a path, while FileSet.load() checks existence but not whether the resolved path remains under the root. Processing an untrusted DICOMDIR through FileSet copy or write workflows can read or copy external files and, in some flows, move or delete them.
