Race condition in Juju 3.0.0 through 3.6.18 allows remote authenticated users to read a newly initialized secret's first revision. The secrets subsystem exposes a gap between Secret ID generation and first-revision creation, allowing another unit agent to claim ownership first. Exploitation requires valid unit-agent credentials, knowledge of the new Secret ID, and success within that initialization window; the result is disclosure of the initial revision.
