Authenticated session disruption via unchecked bulk expiration

Improper authorization in PSI Probe 5.3.0 and earlier allows remote authenticated users to terminate other users' sessions. ExpireSessionsController.handleRequestInternal accepts repeated sid_webapp values and expires each referenced session without checking ownership or requiring an administrative role. Any account with the probeuser role can force logouts across multiple hosted applications in one request and repeat the action to prevent sustained sessions.
