Service crash via undersized UTF-16 output buffer

Heap-buffer overflow in NewXMLTree in ImageMagick before 7.1.2-17 and 6.9.13-42 allows remote attackers to crash processing services. ConvertUTF16ToUTF8 shrinks its output allocation to the converted byte length, then writes a NUL terminator one byte beyond the heap buffer. Exploitation requires an application to pass attacker-controlled UTF-16 XML content into the parser; the bounded reported consequence is a process crash.
