Remote validator crash via off-by-one signer check

Out-of-bounds access in Nimiq core-rs-albatross before 1.3.0 allows remote attackers to crash validators via a signed proposal. ProposalSender::send accepts a signer index equal to validators.num_validators() because its upper-bound test uses > rather than >=, then get_validator_by_slot_band indexes past the validator set and panics before signature verification. Any untrusted network peer can deliver the crafted Tendermint proposal through gossip, terminating the validator process without data disclosure or modification.
