XML decryption and forgery via truncated GCM tags

Improper tag validation in SimpleSAMLphp xml-security before 1.13.9 and 2.0.0 through 2.3.0 allows remote attackers to decrypt XML nodes. In OpenSSL.php decrypt(), substr() accepts ciphertext too short to contain a 16-byte tag, and the result reaches OpenSSL without a length check. Exploitation requires an application to process attacker-controlled AES-GCM-encrypted XML and expose distinguishable parsing errors; the oracle reveals plaintext and supports ciphertext forgery.
