Authenticated service interruption via unthrottled bcrypt hashing

Resource exhaustion in Apache Cassandra 4.0, 4.1, and 5.0 allows remote authenticated users to interrupt CQL query service. CassandraRoleManager synchronously performs bcrypt password hashing for ALTER ROLE on the shared Dispatcher.requestExecutor without rate limiting, so repeated changes starve ordinary query work. The path requires CQL-port access, PasswordAuthenticator, and an account allowed to change a password; latency and timeouts subside when requests stop.
