Persistent API access via uncapped key lifetime

Incorrect authorization in Octopus Deploy Octopus Server allows remote authenticated users to create an overlong-lived API key. The API-key creation path accepts an existing access token but fails to cap the new key's lifetime at that of the API key that minted the token. A valid access token is required; the resulting credential retains the user's authorized API access after the originating key expires.
