Client crash via negative DataRow field length

Improper field-length validation in pgproto3 2.0.0 through 2.3.3 allows remote attackers to crash Go clients via a DataRow message. DataRow.Decode uses a signed negative length as a slice bound after a comparison that cannot reject negative values, causing a bounds panic. The client must connect to an attacker-controlled or compromised PostgreSQL server; one crafted response terminates the consuming process.
