Admin takeover via cross-route preview token reuse

Incorrect authorization in Craft CMS before 4.17.6 and 5.9.12 allows attackers to gain admin access via a valid preview token. The impersonation action accepts any previously resolved token instead of verifying that the token's stored route matches the requested action. A low-privilege editor can obtain a preview token; an unauthenticated attacker needs a shared tokenized URL, and successful reuse creates an administrator session.
